*Offerors are expected to submit all attachments along with the Technical Proposal and ensure that the SF30 is properly dated and signed.

The purpose of Amendment 0003 is to amend the sections below to the Solicitation SP8000-25-Q-0005.
Amend Synopsis/Solicitation Section 9, Solicitation Instructions Section 3, Past Performance Section 4 and the Attachments Sections as Attachment - E is hereby added.

AMENDMENT 0001

The purpose of this Amendment 0001 to amend the solicitation sections below and to provide questions and answers Solicitation SP8000-25-Q-0005.

DLA Strategic Materials is seeking to contract with a single contractor in support of this effort. The contractor will serve as the single source for providing the on-line web based subscriptions, publications and periodicals from the service providers listed in an Attachment A. Award is anticipated to a single contractor. The contractor must provide seamless administration of the services including order placement, payment to publishers and delivery/ access to DLA Strategic Materials.

The estimated dollar value of the acquisition is $1,944,324.55. The period of performance will be 24 months from the time of award.

Deftails regarding the subscription can be found in the statement of work found in the solicitation document. This acquisition is a competitive small business set a-side.

The applicable PSC is 7630 and the applicable NAICS is 513120 (Periodical Publishers)

This requirement will be procured using procedures from FAR Subpart 12.6, as supplemented with additional information and file attachments included in this notice and in conjunction with 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services.

Only proposals submitted from offerors registered in System for Award Management (SAM) will be considered for award under any resulting solicitation. For additional information and to register in SAM, please access the following website: https://sam.gov/. In order to be eligible to receive an award under any resulting solicitation, an offeror must have a Unique Entity ID which may be acquired through SAM registration. All responsible sources may submit a proposal which shall be considered
by the Government.

Please fill out the solicitation documents applicable areas for vendors and include it with your proposal submission. As described in the solicitation document, questions regarding the solicitation must be submitted by April 15, 2025 at 12:00PM EST and responses will be posted publicly for all interested parties to see. Background
The Defense Logistics Agency (DLA) Strategic Materials is responsible for managing the disposition of the National Defense Stockpile (NDS) of strategic and critical materials. This includes assessing supply chain vulnerabilities and developing mitigation strategies to ensure the viability of the nation’s defense and essential civilian industries during national emergencies.

The agency seeks a contractor to provide web-based subscriptions, publications, and periodicals that will enable DLA officials to monitor and assess the viability of strategic materials for both Department of Defense and civilian industries.

Work Details
The contractor will serve as the single source for providing online web-based subscriptions, publications, and periodicals from service providers listed in Attachment B. The contractor must ensure seamless administration including order placement, payment to publishers, and delivery/access to DLA Strategic Materials. Specific requirements include:

1. Acquisition of subscriptions, publications, and periodicals identified in Attachment B.
2. Uninterrupted access to online sources for designated users within DLA Strategic Materials.
3. Delivery of printed periodicals as specified in Attachment B.
4. All online subscriptions must be accessible without additional software or hardware.
5. Technical support for maintaining connection to subscription providers' systems is required.
