Sole Source Synopsis - AEGIS   3

This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from incumbent BAE Systems Applies Technologies, Inc. (BAE), 1601 Research Boulevard, Rockville, MD 20850 that will provide for support of the Integrated Communications and Information Systems (ICIS) Division (Code 4.5.10) of NAWCAD in the design, integration, testing, installation, training, and certification of shipboard C4I electronic communication systems; the design, integration, testing, installation, training, and certification of like systems at shore sites associated with the deployments of fleet support to surface ships; the design, integration, testing, installation, training, and certification of mobile and airborne C4I electronics communication systems designed to interface with the C4I electronic architecture of surface ships. This acquisition will result in stand alone cost plus fixed-fee completion bridge contract with an estimated award date of August 2013. The proposed bridge contract is needed for continuing on-going projects currently being done under existing BAE contract N00421- 11-C-1058 while the follow-on action, estimated award May 2014, is being completed. Due to the ongoing nature of the projects currently being done under Contract N00421-11-C-1058 and need to continue these services without a break in work, BAE is the only practical source for providing the necessary continuation of these services until award of a follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 17 May 2013, 1430 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems Technology Solutions and Services is the only practical source for providing the necessary continuation of these services without causing a break in work through the award of a stand alone cost plus fixed-fee completion bridge contract. BAE Systems Technology Solutions and Services is the sole source capable of providing these efforts without creating the impact on the fielded systems, sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole source basis.
