3 Nov 11: The purpose of this posting is to post the final set of Industry Questions received regarding all the draft document postings on FBO. This is the last posting you will see on this site. As previously noted, please refer to the STMS presolicitation notice posting on FBO from this point forward, as the formal RFP was released earlier today on that site. Thank you - we look forward to receiving STMS proposals on 5 Jan 12.
28 Oct 11: The purpose of this posting is to post the final set of industry questions on the revised technical documents. IMPORTANT: Please notice that we posted a "NEW" FBO posting to issue our pre-solicitation notice. This posting uses the exact same name and RFP number but is titled a presolicitation notice vice a sources sought synopsis. The FORMAL RFP, anticipated to be released early Nov 2011 (next week), will be posted to that "new" pre-solicitation notice posting versus being posted here.
If we receive questions regarding the draft RFP and Sections L and M on 31 Oct 11, we will post the questions and answers on this site next week. 26 Oct 11: The purpose of this posting is to post the correct document for the Industry Day Q&A. On 24 Oct 11, we inadvertently posted the Industry Day Agenda versus posting the final Q&A from Industry Day. It is important to protect the Industry Day Q&A with the same care as the SRD which is why we have put explicit access required for this document. Contractors shall protect the information accordingly.

24 Oct 11: The purpose of this RFI is to post the Questions/Answers provided at the 20-21 Sep 2011 Industry Day. It is important to protect the Industry Day Q&A with the same care as the SRD which is why we have put explicit access required for this document. Contractors shall protect the information accordingly.
In addition, the draft RFP and Section L and M are posted for review and comment. Questions/Comments on the draft RFP and Sections L and M must be received no later than 12:00 pm MST on 31 Oct 11. As the formal RFP is expected to be released within 7-10 days after that date. The sooner you get your questions in the better. We appreciate your feedback.

18 Oct 11: The purpose of this RFI is to post the final draft version of the SOW, SRD, SEP and CDRLs. The SOW contains track changes so that you can review the specific changes that occurred since the document was last posted to FBO. Unfortunately, the remaining documents were not changed utilizing track changes. Please review these attached documents and provide any questions/comments NLT 4:00 pm (MST) on 24 Oct 11. The Industry Day Q&A and the final draft RFP (contract related) documents are anticipated to be posted later this week.

3 Oct 11: The purpose of this RFI is to post: (a) the resulting Q&A on the initial draft RFP documents that were posted on FBO between 5 Aug and 9 Sep 2011; (b) the list of companies who participated in the 20-21 Sep Industry Day, (c) the Industry Day briefing with minor revisions such as the addition of the government technical team POC's and contact information, and (d) updated timeline the government will follow in posting revised "draft" documents to gain industry feedback before releasing the formal RFP. Please review these attached documents and provide any questions/comments/concerns NLT 12:00 pm (MST) on 10 Oct 11.
We would like to gain one more round of industry review and comment on our draft RFP documents prior to our release of the formal RFP on 1 Nov 11. As discussed at Industry Day, to gain this feedback, we anticipate posting the Q&A that resulted from Industry Day, as well as, the revised draft SOW, SEP, SRD and CDRLs later this week.
Important Note: FPIF contract type was briefed at Industry Day - it should be noted that the contract type is going through another round of internal government reviews and thus may change. Based on current information, we have reason to believe learning FPIF may not be a good use of your time. The contract type will become "solid" after our 13 Oct 11 brief to government leadership (Acquisition Strategy Panel Brief). We anticipate posting the final contract type and contract related documents (Section A-K, and L&M) for your review and comment as soon as possible after the internal government meeting.

9 Sep 11: The purpose of this RFI is to post: (a) the current contract type, which is Fixed-Price-Incentive-Firm (further details will be provided at Industry Day); (b) Draft Section L, Instructions to Offerors, and Draft Section M, Evaluation Criteria, that will become part of the STMS RFP that is presently under development and (c) post the revised Industry Feedback sheet so everyone can readily see the due dates for all the RFI's we have posted. See attached documents for review. You will note that many areas in the documents are highlighted in yellow. These represent the areas that remain under construction and most revolve around the cost proposal details.

26 Aug 11: This Request for Information (RFI) is to continue down the path of gaining industry feedback on draft RFP documents. We appreciate the questions we received thus far on our SOW and SRD and intend to post the Questions/Answers around the time of Industry Day. Please continue to provide questions/comments on any and all of the documents between now and Industry Day. For this RFI, we are requesting industry please review the attached Systems Engineering Plan and provide comment.
In addition, we have attached a revision of the Industry Feedback process document which includes new dates for when we anticipate sending out documents in order to receive your timely feedback. We very much appreciate receiving feedback now, as requested, so that we may not only perfect our draft RFP, but stay on schedule by having no to limited questions after release of the formal RFP. The goal is to address all open issues/questions now during the draft stage. You will soon find out at Industry Day that staying on schedule is a critical program requirement.

5 Aug 11: This Request for Information is to start gaining industry feedback on our draft Request for Proposal (RFP) documents. Please review the attached document with a file name titled "STMS Draft RFP Request for Comment on SOW SRD_5 Aug 11". This file describes the process by which we are going to request and receive feedback from industry.

In regards to that process, at this time we are providing industry an opportunity to comment on the attached Statement of Work (SOW) and Systems Requirements Document (SRD). 14 Jul 11 - The purpose of this synopsis is a REQUEST FOR INFORMATION to supplement the original SOURCES SOUGHT SYNOPSIS announcement (shown below) and posted on 6 May 11. This request for information pertains to industry's capability to perform the security requirements and industry's view of contract type.
The original STMS Sources Sought Synopsis provided the requirement for securing the weapon under maintenance against unauthorized access. To clarify this requirement, the government anticipates the contractor will have to incorporate a safe or vault into the STMS design. The specific external/internal safe dimensions, weight restrictions and security requirements can be provided upon request by sumitting your CAGE code and DUNS number to Mr. James Channell at james.channell@kirtland.af.mil or Ms. Donna Heinz at donna.heinz@kirtland.af.mil.
In accordance with the attached document interested firms are encouraged to submit an updated capability summary that does not exceed five (5) pages in length describing their business experience in developing and integrating a safe or vault that would meet the STMS phyical and security requirements. Contractors are also invited to provide discussion on the viability of a firm-fixed-price contract structure and/or provide merits of other contract structures for the governments consideration.

6 May 11 Synopsis (below):
The purpose of the 6 May 11 synopsis was to conduct market research and determine available sources to design and build one Secure Transportable Maintenance System (STMS) prototype and nine production systems.
In accordance with the attached document, businesses having the capability to perform this work, as a prime contractor, are invited to submit a Statement of Capability (SOC). The SOC should demonstrate the firm's capability to meet the Government's stated requirements. The Government intends to utilize the data collected from this announcement to finalize the acquisition strategy for the STMS and determine if full and open competition procedures shall be used.
SOC's are due on 27 May 11 at 12:00 Mountain Time.
