Page 1 of 2 Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified sources for the equipment listed below. This is not a request for quotations. The Department of Veterans Affairs, NCO20 is looking for sources of the following: Bulk Laundry Service for the Boise Veterans Affairs medical Center located in Boise Idaho 1. NAICS Code: 812320 2. PSC: S209 3. Period of Performance 01/01/2019 12/31/2019 Contractor shall furnish all labor, equipment, supervision, management, supplies, and facilities necessary to perform contractor owned/contractor operated bulk laundry/linen services and tasks required under the potential contract for the Department of Veterans Affairs Medical Center, 500 west Fort Street, Boise, ID. All services are to be performed in accordance with standard industry practices and quality control measures. These services are in support of a patient care programs. The Offeror shall submit proof that they use a barrier wall to physically separate clean processing and storage areas from soiled processing and storage areas, and preventing the dissemination of contaminants. They will show negative air pressure is present in the soiled areas and positive air pressure in the clean areas. In accordance with VA Directive 1850.07 Section 6, paragraph c, subsection (1). The Offeror shall show they have the ability to process and turn around all linin in a 24-hour time period. The Offeror shall have their production facility within a 100-mile radius of the facility to allow for quarterly and spot onsite inspections by VA Boise personnel. The Laundry Plant layout/design should incorporate a "design for asepsis" whereby clean linen does not come into contact with soiled linens nor share the same physical space, thus avoiding cross-contamination or reintroduction of bacteria once processed. *The laundry ventilation system shall be designed so that air flows from clean textile areas (positive pressure) to soiled areas (negative pressure) and is exhausted to the outside atmosphere. Physical separation of the soil-sort area is required in order to limit the potential for contamination of personnel or clean, processed textiles. Exhausting air to the outdoors prevents reintroduction of contaminants onto clean items and into clean work areas. Potential sources shall provide, at a minimum, the following information to Point of Contact listed below: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Please identify your company s size in comparison to the anticipated North American Industry Classification System (NAICS) code 812320 Dry-cleaning and laundry Services (except Coin Operated). To be considered a small business your company must have an average of sales receipts of $5.5 Million or less 3) Any Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who responds to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. 4) The Non-Manufacturer Rule (NMR) will apply if there is a decision to set-aside the procurement. Responses are due by 11/15/2018 12:00 PM PST, to the Point of Contact. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
