S & L - New Mexico HCA Website Rebuild - MRAS

The New Mexico Health Care Authority (HCA) is seeking to modernize its digital presence by redesigning and migrating its existing website. This initiative is being facilitated through the General Services Administration (GSA), which is conducting market research to identify potential contractors from its service list who can provide the necessary technical services. The overarching goal of this project is to create a more user-centric website that effectively communicates the HCA's role in supporting health care within New Mexico. Contractors interested in this opportunity must be able to extend their federal services and pricing to the NM Health Care Authority, with contractual agreements supported by a NM Price Agreement through the NM State Purchasing Agent.

The scope of work involves a comprehensive rethinking and creation of an agency website, including a mobile-friendly design. The new site should focus on addressing visitor needs from the landing page onward, rather than merely presenting general descriptions of the HCA organization. This requires organizing information in a way that allows visitors ranging from customers and partners to health care providers and legislators to easily navigate directly to areas relevant to their needs. Key functionalities include advanced search capabilities and effective file management, as the current site hosts numerous documents and reports across various divisions.

Currently, the HCA's website receives significant traffic, with approximately 70,000 users monthly and up to 4,000 daily users during weekdays. The site primarily serves as an informational resource without hosting media files. It operates on WordPress with content managed by HCA staff while another state IT agency controls the domain name. The new design must accommodate these existing operational structures while potentially offering alternative hosting solutions if cost-effective.

The HCA comprises 15 divisions, each requiring an evaluation to determine optimal integration into the redesigned website. These divisions range from Administrative Services and Behavioral Health Services to Child Support Services and Medical Assistance Divisions among others. The successful contractor will need to engage with each division during requirements gathering processes to ensure that their specific needs are met within the broader framework of enhancing service delivery through digital means.
