This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02.

The associated North American Industrial Classification System (NAICS) code for this procurement is: 324110 Petroleum Refineries with a size standard of 1500 employees. The Federal Product/Service Code is 9140 Fuel Oils.

The DF2 Clear Diesel Fuel requested in accordance with attachment: B8 Purchase Description...

CLIN 0001: 8,000 Gallons of DF2 Clear Diesel Fuel

Quote Submission Instructions: Submit your quote on Company Letter Head (include CAGE) or the attached B8 Purchase Description... file (not both). Offeror shall utilize the Contract Line Item Number (CLIN) structure when submitting Quote. Quote Price shall include any taxes or fees to fully meet criteria of the RFQ. If offeror fails to fully demonstrate Quoted items meet the specifications, they shall be considered not acceptable or non-responsive.

Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

***DUE TO MARKET PRICING, QUOTES SHOULD BE FINALIZED AS CLOSE TO THE SUBMITTAL DATE AS NECESSARY TO LOCK IN CURRENT PRICING FOR TIME OF DELIVERY, LAST MINUTE PRICE ADJUSTMENTS AFTER QUOTE SUBMISSION WILL NOT BE ACCEPTED***

Submit quotes electronically via email to craig.l.lueckenotto.civ@army.mil utilizing the following subject: RFQ W912NS23Q1007 "Company Name". All quotes shall be submitted by 11:00 A.M./1100 Central Time on 06 April 2023. Late submissions will not be considered.

Question Submittal: Submit in similar format to quote submission above and to the same email addresses not later than 3:00 P.M./1500 Central Time on 03 April 2023.

Basis of Award: Price Only, after demonstrating the proposed items meet or exceed the salient characteristics as stated in the attachment B8 Purchase Description...

***ANTICIPATED AWARD/NOTIFICATION TO SUCCESSFUL OFFEROR WILL BE 7 APRIL 2023 NLT 3:00 P.M./1500 Central Time on 07 April 2023 IN ORDER TO FACILITATE SCHEDULING***

Award Type: will be a firm-fixed price purchase order. The Missouri National Guard reserves the right to look at past performance, references, and SBA certificate of competency before finding technically acceptable. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be ACTIVE at the time of award.

Payment: invoiced and paid through Wide Area Work Flow (WAWF).

Joint Venture:
