RFI_ Consultant Services for a Lesson Learned Information System

Background
The Army Contracting Command - Rock Island (ACC-RI) is seeking industry feedback on consultant services for the development and implementation of a comprehensive Lesson Learned Information System (LLIS). The goal of this system is to capture, manage, and disseminate lessons learned from various military, government, and strategic operations to improve decision-making, enhance efficiency, and prevent the recurrence of past mistakes.

The consulting services will involve collaboration with the Kingdom of Saudi Arabia (KSA) to ensure the LLIS meets specific needs.

Work Details
The consulting services will include:
- Conducting an initial assessment of current processes and systems;
- Providing recommendations for the design and implementation of the LLIS;
- Assisting in customizing the LLIS to address KSA-specific needs;
- Supporting training and onboarding of personnel from the Saudi Arabia Ministry of National Guard (MNG) to ensure successful adoption of the system.

Additionally, respondents are requested to comment on contract structure/CLIN structure/contract type, identify potential challenges and mitigation strategies in implementing a consulting service for a LLIS, compare their lesson learned capability to existing Army programs, and recommend a digital platform for KSA's operation/control of the LLIS.
