Renewal E1 DSTPO 60 MB - Sept 2025 to Aug 2026

Background
The U.S. Mission in Djibouti is seeking to renew a fixed-price contract for a Dedicated network circuit to the U.S. Embassy. The goal of this contract is to provide a 60 Mbps Dedicated Circuit Internet for the DTSPO connection, ensuring reliable and high-speed internet access within the embassy premises from September 2025 to August 2026.

Work Details
The contractor, referred to as the Internet Service Provider (ISP), shall provide internet services and a leased line channel, which includes: initial installation and activation, circuit performance monitoring and reporting, and ongoing operational and maintenance responsibilities. Specific tasks include:

1. Initial Service Installation and Activation:
A. Circuit connectivity from the ISP's main distribution frame to the designated service delivery point at the embassy.
B. Provision of all labor and equipment necessary for installation.
C. Testing period not exceeding 48 hours for circuit acceptance.
D. Submission of technical specifications for contractor-owned routers at the demarcation point.
E. Designation of an IT point of contact for coordination during installation.
F. Gaining authorization to use Djibouti-owned network resources for installation.
G. Installation of required wires and hardware, obtaining local permits, and returning conditions to original state within five working days post-installation.

2. Technical Requirements:
A. Provision of a dedicated leased line channel with fiber optic data transport media, ensuring 24/7 uptime with unlimited usage without requiring customer-side software installation.
B. Symmetrical internet download and upload speeds with guaranteed bandwidth availability 24/7/365 without sharing with other customers.
C. Quality of Service (QoS) must exceed 99.97%.
D. No use of Network Address Translation (NAT) or filtering by the ISP; unfiltered access is required.
E. Allowance for U.S. Embassy encryption devices on the circuit.
F. Fault-tolerant connectivity with redundancy in the internet backbone between Djibouti and the USA, including automatic failover plans.
G. Latency standards must be at least 180 ms with packet loss not exceeding 0.5%.

3. Access for Installation and Repairs:
A. Restricted access protocols must be followed by vendor personnel at U.S. Embassy locations, including identification requirements and security screenings.

Period of Performance
The contract performance period is set to commence in September 2025 and conclude by August 2026.

Place of Performance
The services will be performed at the U.S. Embassy in Djibouti.
