Remote Manifesting Resolution Center (RMRC) Follow-On Sources Sought

Background
The 763d Enterprise Sourcing Squadron (763 ESS) is seeking services and support for the Remote Manifesting Resolution Center (RMRC) for Headquarters (HQ) Air Mobility Command (AMC) located at Scott AFB, IL.

This sources sought announcement aims to determine the availability and technical capability of large and small businesses, including subsets such as Small Disadvantaged Business, Historically Underutilized Business Zones (HUBZone), Small Business Administration 8(a) participants, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses.

The goal is to provide functional, technical, and analytical support for execution and management of the RMRC.

Work Details
The contractor shall provide 24/7 support for tasks including:
1. Creating a Report of Manual Manifesting Activity.
2. Assisting GATES users considered Mission Essential.
3. Inputting cargo and passenger transportation data into GATES when it is unavailable at fixed/strategic Aerial Port of Embarkation (APOE) locations.
4. Ensuring accurate data entry into the Defense Transportation System (DTS) to facilitate in-transit visibility (ITV) and billing recovery for Transportation Working Capital Fund (TWCF).
5. Monitoring all Aerial Port GATES sites for erroneous or missing Customer Identification Code (CIC) billing data.
6. Providing a Summary Report of Missing Passenger and Cargo Manifests that are in a missing status for more than seven days.
7. Conducting analysis of worldwide Air Transportation activity and providing Ad Hoc Data Requests supporting executive-level decisions.
8. Performing predictive analysis on global Air Mobility Transportation Enterprise based on anticipated changes in demand or policy.

The period of performance is from February 15, 2021, to February 14, 2026.
