THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT OF EDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the United States Coast Guard (USCG) is not at this time seeking proposals and will not accept unsolicited proposals.

Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. Responses to the RFI will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

Companies with capabilities to provide these services are invited to submit complete information discussing their capabilities for meeting this requirement no later than the close date of this notice (April 15, 2025). The information submitted must include:

3. Business Size applicable to the NAICS Code (If Small Business, must identify concern)

Background
The United States Coast Guard (USCG) is issuing this Request for Information (RFI) as part of its market research efforts. The purpose of this RFI is to gather information from companies capable of providing services related to recreational boat testing and compliance inspection. This initiative aligns with the USCG's mission to ensure boating safety and compliance with established standards.

Work Details
The contractor will be responsible for the Recreational Boat Testing and Compliance Inspection Program, which includes:
1. Conducting recreational boat testing at the contractor's facility located in the Continental United States.
2. Performing compliance inspections at various locations including recreational boat manufacturing sites, retail facilities, and boat shows across the Continental United States, Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands, Guam, and potentially Canada or Mexico if agreed upon.
3. Attending a Kick-Off Meeting with the Contracting Officer and the Contracting Officer's Representative (COR) within five business days post-award to discuss objectives and review the Project Execution Plan.
4. Monthly progress meetings with the COR to discuss program progress and resolve technical issues.
5. Developing a detailed Project Execution Plan that outlines policies and procedures for meeting contract requirements, including timelines for inspector qualifications and number of inspectors needed.
6. Creating a Compliance Inspectors Manual that includes training plans, inspection scheduling strategies, handling non-cooperative manufacturers, standardized documentation for inspections, procedures for sample collection, post-incident inspection protocols, checklists for manufacturer compliance inspections, and reference charts for recreational boats.

Place of Performance
All work will be performed at the contractor's facility in the Continental United States; inspections may occur at various locations across U.S. territories and potentially in Canada or Mexico.
