NOTICE OF INTENT TO SOLE SOURCE Proposed Solicitation Number: TBD Product / Service Code: R408 Contractor: ReefPoint Group LLC Anticipated Award Date: March 31, 2023 Brief Description of Services: The purpose of this requirement is for the U.S. Department of Veteran Affairs (VA) Office of Construction and Facilities Management (CFM), Program Management Office to obtain a third-party professional Capital Delivery Team Alignment Facilitators to assist CFM and their interagency delivery partners, the U.S. Army Corps of Engineers leadership teams in the delivery of capital design, design-build, and design-bid-build construction programs at a national level supporting VA healthcare systems and the Veterans we serve. The contractor shall be responsible for providing guidance in the alignment of shared vision, cultural values, and goals for interagency teams engaged in the planning, procurement, execution, and delivery of Veteran s healthcare facilities in support of the mission of the VA in a continuously collaborative and cooperative manner. Reason for Sole Source This activity proposes to make a non-competitive award (sole source) to ReefPoint Group LLC, an SBA verified Service-Disabled Veteran Owned Small Business (SDVOSB), under the statutory Authority of Public Law (PL) 109-461, Veterans First Contracting Program, as codified at 38 U.S.C. 8127 and 8128 and implemented at Veterans Affairs Acquisition Regulation (VAAR) Subsection 819.7008. 38 U.S.C. 8127(c) permits a contracting officer to award a contract to a verified SDVOSB using procedures other than competition if: such concern is determined to be a responsible source with respect to performance of such contract opportunity; the anticipated award price of the contract (including options) will exceed the simplified acquisition threshold (as defined in section 134 of title 41) but will not exceed $5,000,000; and in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers best value to the United States. This proposed action meets all three of the requirements of 38 U.S.C. 8127(c). In accordance with FAR 6.305(a) the justification supporting this action will be made publicly available within 14 days after contract award.
