Background
The contract is a Request for Quotation for a contractor to provide investigative services to support the Cooperative Disability Investigations (CDI) Unit located in Oakland, California. The purpose of the CDI Unit is to investigate suspected fraud against the Social Security Administration’s Title II and Title XVI disability programs, including Title XIX (Medicaid) in the state of California. The specific purpose of the CDI Unit is to prevent fraud by gathering independent evidence to allow timely and correct determinations, as well as to investigate and pursue civil or administrative action or criminal prosecution of individuals involved in fraudulent disability claims.

Work Details
The Contractor is required to assign two full-time investigators with law enforcement authority to the CDI Unit in Oakland, CA, with options to assign up to two additional full-time investigators. The investigators will be responsible for conducting surveillance, interviews, undercover operations, using databases for information, coordinating efforts with law enforcement agencies, preparing cases for referral for prosecution, maintaining investigation records, and complying with security and confidentiality requirements. The Contractor must ensure that its investigators have statewide arrest authority or complete the U.S. Marshals Service Special Deputation process. Additionally, all Contractor personnel must be eligible to work in the United States and pass SSA’s security and suitability screening process.

Period of Performance
The period of performance will be from February 1, 2023 (or Date of Award) through January 31, 2028 if all option years are exercised.

Place of Performance
The contract work will primarily be carried out in the field (e.g., surveillance activities) but will be based at the CDI Unit office in Oakland, California.
