Background
The solicitation is for professional services to support Naval Facilities Engineering Systems Command's (NAVFAC) Atlantic and Pacific (CONUS and OCONUS, worldwide) Area of Responsibility to assist in the management of the Navy’s electric, civil, and mechanical utility systems. The contract is intended to be an Indefinite Delivery Indefinite Quantity type, performance-based contract with a 12-month base period and a potential of four one-year option periods, not exceeding sixty (60) months. The estimated maximum amount of work to be issued over the life of the contract via task order shall not exceed $100 million.

Work Details
The primary tasks anticipated under this contract include support of Public Works Business Line Products and Services supporting naval facilities for professional knowledge, skills, and experience in the electric power, water, wastewater, storm water, natural gas, steam, and compressed air industries. The specific services include utility system assessment and asset management, smart energy strategic plans, technical and financial analysis for utility improvement and privatization programs, commodity management, utilities management assessment and evaluation, utilities technical/safety training.

Period of Performance
The intended contract term will be for a 12-month base period with a potential of four (4), one-year option periods, which cumulatively will not exceed sixty (60) months.
