Description

This is a non-personal services contract to provide Pest Management (PM) services at LD1 & LSAF in the Twin Cities Metro Area of MN. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform PM services as defined in the Performance Work Statement (PWS), section 5. The Contractor shall perform to the standards in this contract.

PM is a process for achieving long-term, environmentally sound pest suppression through the combined use of a wide variety of physical, mechanical, biological, and chemical practices. When effective, the contractor should use non-chemical methods to eliminate, reduce, exclude, or repel pests prior to implementing chemical control. When chemical control methods are deemed necessary, the contractor shall select and use the least toxic and least persistent, target-specific pesticide(s) and herbicides, applied at the lowest concentration that will effectively control the target pest.

The objectives of this contract are to provide sufficient guidance to operate and maintain an effective pest management program and to ensure effective, economical and environmentally acceptable management while maintaining compliance with applicable laws and regulations.

The Contractor shall accomplish PM measures to control/manage pests to include, but not limited to structural pests, disease vectors, stored food pests, household nuisance pests, and vertebrate pests to ensure a safe working enviroment.

The services needed are as follows.

  • Lock & Dam #1:

The following areas are to be serviced: service garage, operator stands, generator room, and Central Control Station (main building) for rodents and general crawling insects on the interior and exterior. These services are to be performed once a month.

Rodent control service on the land wall electrical tray lines. These services are to be performed bimonthly.

Bait for rodents on the I-Wall and River Wall electrical trays. These services are to be performed once a quarter.

Lower St Anthony Falls:

The following areas serviced: service garage, cold storage, pier houses, and Central Control Station (main building) for rodents and general crawling insects on the interior and exterior. These services are to be performed once a month.

Background
This contract is issued by the U.S. Army Corps of Engineers, St. Paul District, to provide Pest Management (PM) services at Lock and Dam 1 (LD1) and Lower Saint Anthony Falls (LSAF) in the Twin Cities Metro Area of Minnesota. The goal of this contract is to ensure effective, economical, and environmentally sound pest suppression while maintaining compliance with applicable laws and regulations. The contractor will not be supervised by the government but will be accountable solely to the contractor.

Work Details
The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform PM services as defined in the Performance Work Statement (PWS).

Specific tasks include:
- For Lock & Dam #1:
- Monthly servicing of service garage, operator stands, generator room, and Central Control Station for rodents and crawling insects (interior and exterior).
- Bimonthly rodent control on land wall electrical tray lines.
- Quarterly baiting for rodents on I-Wall and River Wall electrical trays.
- For Lower St Anthony Falls:
- Monthly servicing of service garage, cold storage, pier houses, and Central Control Station for rodents and crawling insects (interior and exterior).

Period of Performance
The period of performance for this contract is from November 1, 2024 to October 31, 2025.

Place of Performance
The services will be performed at Lock & Dam #1 and Lower Saint Anthony Falls in the Twin Cities Metro Area of Minnesota.
