OSW WHS - UPS and Generator Preventive Maintenance (PM) Services - MRAS

The Office of the Secretary of Defense, through the Washington Headquarters Services (WHS), is collaborating with the General Services Administration (GSA) to conduct market research for a significant project involving Uninterruptible Power Supply Systems (UPS) and Generator Preventive Maintenance (PM) Services. The primary goal of this initiative is to ensure uninterrupted power supply and maintenance for all UPS, battery systems, generator systems, and associated electrical distribution devices within the Pentagon Reservation. This effort underscores the importance of maintaining operational continuity and reliability in critical government facilities.

The scope of work involves comprehensive preventive, corrective, and predictive maintenance services. Contractors will be tasked with providing complete preventive maintenance services to ensure that all equipment operates smoothly without interruptions. This includes performing necessary repairs and installations of electrical mechanisms and systems as needed. Furthermore, contractors must be prepared to provide emergency response services when required to address any unforeseen issues promptly.

In addition to routine maintenance tasks, contractors are expected to supply all personnel, equipment, supplies, and supervision necessary for executing these services effectively. The contract outlines specific objectives such as ensuring continuous service for all relevant systems within the Pentagon Reservation and determining efficient approaches for any required repairs on government-owned electrical equipment. The contract also includes an optional exercise for replacing existing UPS systems with new equipment if needed.

This non-personal services contract is structured with a base year followed by four option years plus an additional six-month extension period. The Facilities Services Division (FSD), particularly its Reservation Engineering Office (REO), will oversee overall contract management. Through this solicitation, WHS aims to identify qualified contractors capable of delivering high-quality preventive maintenance services that meet stringent standards essential for supporting critical infrastructure at one of the nation's most vital defense facilities.
