OSW WHS - Refuse Management Services, Pentagon - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research to identify potential contractors capable of providing refuse management services at the Pentagon. This initiative aligns with the Department of Defense's commitment to environmental stewardship and aims to implement an Integrated Solid Waste Management Program (ISWMP) that promotes waste prevention, recycling, composting, and disposal. The overarching goal is to maximize solid waste diversion and minimize environmental impact in compliance with DoD Instruction 4715.23 and Executive Order 13834.

The contract, structured as a Firm-Fixed-Price Performance Work Statement (PWS), spans a one-year base period with four optional 12-month extensions. The Pentagon's complex waste streams include typical office refuse, food scraps, yard waste, office furnishings, and construction debris. The ISWMP emphasizes recycling and composting to divert waste from landfills and waste-to-energy plants. Specific targets include achieving at least a 50% diversion rate for solid waste, 60% for construction and demolition debris, and complete diversion for pre-sorted compostable materials.

Contractors interested in this opportunity must demonstrate their ability to meet these objectives while adhering to strict security protocols inherent in working at the Pentagon. The Washington Headquarters Services Facilities Services Directorate will manage the technical aspects of the contract through its Federal Facilities Division Pentagon Building Management Office. Performance will be monitored via a Quality Assurance Surveillance Program (QASP) that evaluates contractor effectiveness across various criteria such as technical quality, timeliness, schedule adherence, and management plans.

A successful transition from previous contractors is expected within 30 days post-award, including equipment updates and personnel onboarding excluding key management positions with deviations requiring pre-approval by the Contracting Officer's Representative (COR). Initial kick-off meetings will establish mutual understanding between stakeholders about contract requirements and objectives while quarterly meetings will review progress and address any performance-related issues.
