Description

The General Services Administration (GSA), on behalf of the Office of the Secretary of War (OSW), is conducting market research to identify qualified contractors capable of providing comprehensive facility operations and sustainment services at the Missile Defense Integration and Operations Center (MDIOC) located on Schriever Space Force Base in Colorado Springs, Colorado. This initiative supports the Missile Defense Agency's (MDA) critical mission activities, which include testing of the Missile Defense System (MDS), warfighter training, and operations support. The MDIOC comprises Buildings 720 and 730 along with their associated Areas of Responsibility (AOR).

The primary objective is to ensure continuous and reliable operation of facility infrastructure systems essential for MDA's mission. Contractors will be responsible for operating, maintaining, repairing, sustaining, and modifying MDIOC facilities and associated equipment. This includes task order management with a dedicated task manager present during core hours, managing technical aspects such as cost and schedule performance, coordinating with other task orders for discrete projects, preparing for audits, and developing an MDIOC Facility Operations and Maintenance Plan.

Additionally, contractors are expected to utilize a Building Automation System (BAS) to manage all facility requirements from inception to closeout. This involves coordinating work orders with the Contracting Officer's Technical Representative (COTR), participating in system integration platforms like Engineering Review Boards, providing situational awareness through regular status reports, conducting annual Facility Condition Assessments in specified buildings, monitoring system status using Facilities Isolated Local Area Network (FILAN), and executing emergency repairs on critical systems within specified timeframes.

Contractors must respond promptly to incidents based on designated priority levels ranging from emergency work requiring completion within 24 hours to routine work expected within 90 days.
