OSD - TRANSCOM Auditor FY26-FY30 - MRAS

The Office of the Secretary of Defense (OSD), through the General Services Administration (GSA), is conducting market research to identify potential contractors for auditing services. The objective is to ensure compliance with the Chief Financial Officers Act of 1990, which mandates annual audits of financial statements for all Department of Defense (DoD) accounts and associated activities. This initiative underscores the DoD's commitment to transparency and accountability in its financial operations, particularly focusing on the United States Transportation Command (USTRANSCOM) Transportation Working Capital Fund (TWCF) financial statements.

The contract involves a comprehensive audit of USTRANSCOM's TWCF financial statements by an independent contractor under the oversight of the DoD Office of Inspector General (OIG). The contractor will be responsible for auditing critical financial documents such as the Balance Sheet, Statement of Net Cost, Statement of Changes in Net Position, and Statement of Budgetary Resources. Additionally, they will review related note disclosures and supplementary information. These audits are vital as they provide insights into USTRANSCOM's financial activities across its five components: Command Staff, Air Force Air Mobility Command, Army Military Surface Deployment and Distribution Command, Military Sealift Command, and Defense Courier Division.

This single-award contract will follow a Labor Hour structure with a provision for material reimbursement to cover authorized travel expenses incurred during the audit period. It spans a base period with four optional extensions not exceeding five years in total. The contractor will serve as the principal auditor from Fiscal Year 2026 through Fiscal Year 2030 for USTRANSCOM's full financial statements. This role includes evaluating compliance with generally accepted accounting principles (GAAP), assessing internal controls' adequacy, and ensuring adherence to relevant laws.

Potential contractors are expected to demonstrate their capability by addressing specific questions regarding their auditing processes, independence policies, labor hour estimates for engagements, data management strategies, virtual work procedures, and experience with subcontracting if applicable. This market research aims to identify qualified firms capable of delivering high-quality audit services while maintaining independence and objectivity throughout their engagement with USTRANSCOM.
