OSD - NIBS Software Engineering Services - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research to explore potential solutions for software engineering services required by the Defense Counterintelligence and Security Agency (DCSA). The primary focus is on supporting the National Background Investigation Services (NBIS), which serves as the federal government's comprehensive IT system for personnel vetting processes. This initiative aims to modernize and enhance the operational capabilities of NBIS, ensuring it remains efficient and effective in managing background investigations, adjudications, and continuous vetting activities.

The DCSA is considering establishing a multiple award Basic Ordering Agreement (BOA) to facilitate this modernization mission. The proposed scope under this BOA will encompass a wide range of software development activities, including testing, configuration, operations, and ongoing enhancements tailored to meet NBIS's evolving needs. A critical component of this endeavor involves cloud migration activities. These include conducting thorough application assessments, devising and implementing robust cloud migration strategies using native design principles, and undertaking necessary actions such as rehosting, refactoring, replatforming, or rewriting existing software applications.

These services are expected to be provided across various security levels unclassified, Secret, and Top-Secret environments reflecting the sensitive nature of the tasks associated with national security. By engaging industry partners through this RFI process, DCSA seeks innovative solutions that leverage cutting-edge technology to ensure seamless integration and functionality within these secure frameworks.
