OSD - Missile Defense Agency Leadership Training - MRAS

The Office of the Secretary of Defense (OSD), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors for a comprehensive leadership development program for the Missile Defense Agency (MDA). The overarching goal of this initiative is to bolster MDA's workforce capabilities by equipping leaders at various levels with the necessary skills and competencies to meet strategic and operational demands. This effort aligns with MDA's mission to protect the United States and its allies, ensuring that leaders are well-prepared to navigate complex challenges and drive organizational success.

The contract focuses on delivering a tiered leadership development framework comprising three distinct programs: the Senior Leader Academy (SLA), Horizons Leader Development Program, and Catalyst Certificate Series. Each program targets different tiers within the organization, from entry-level personnel to senior executives, providing tailored training that addresses specific leadership responsibilities and strategic planning roles. The SLA is designed for NH-IV personnel, emphasizing advanced leadership skills aligned with Executive Core Qualifications (ECQs). The Horizons program caters to NH-III personnel, bridging foundational skills with advanced responsibilities. Meanwhile, the Catalyst Certificate Series lays a foundational leadership groundwork for entry-level up to supervisory staff.

Contractors will be responsible for developing and delivering curriculum components that integrate MDA-specific priorities such as operational scenarios and organizational values. This includes designing modules that enhance strategic thinking, results-driven leadership, coalition-building skills, and more. Additionally, contractors should be prepared to incorporate experiential learning methods and offer diverse delivery formats suitable for varying cohort sizes across multiple locations. A robust evaluation mechanism will also be necessary to measure training effectiveness and ensure alignment with MDA's strategic goals.

To support these objectives effectively, prospective contractors are expected to demonstrate significant experience in designing federal agency training programs aligned with recognized leadership frameworks or competency models.
