OSD - Electronic Content Controller - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research for a contract aimed at enhancing the Defense Counterintelligence and Security Agency's (DCSA) capabilities. The DCSA plays a critical role in safeguarding the national industrial base and federal workforce by protecting against threats such as information theft, disinformation, and other security risks. This initiative is part of DCSA's broader mission to consolidate essential security functions within a single agency, following its establishment through Executive Order 13869 in April 2019. The agency has since expanded significantly, integrating various legacy systems and organizations to optimize its mission performance.

The work being requested involves providing a software as a service application hosted in a DISA IL 2 approved environment. This platform will serve as an integrated solution for delivering eLearning content, video files, and PDF documents accessible to subscribing Learning Management Systems (LMS). The contractor will be responsible for supplying all necessary resources including personnel, equipment, supplies, facilities, transportation tools, materials and ensuring compliance with specified standards. This effort supports DCSA's Security Education & Training System (SETS) program in delivering comprehensive training solutions to government employees across multiple agencies.

SETS is integral to DCSA's mission by managing lifecycle services for system capabilities that facilitate security education and training. The program office aims to provide an operational data-centric IT solution that empowers learners, educators, and administrators within DCSA. As part of this contract, content controller licenses and hosting services will be provided to enhance SETS' ability to deliver training efficiently across its wide-reaching network of federal entities and cleared facilities.

The SETS PMO currently supports key mission areas within DCSA including the National Background Investigation Services (NBIS), Department of Defense System of Systems (DSOS), National Industrial Security System (NISS), Security Training initiatives like the Center for Development of Security Excellence (CDSE) and National Center for Credibility Assessment (NCCA), as well as the Human Capital Management Office (HCMO). Through this contract, SETS aims to continue providing crucial training services that underpin DCSA's dual focus on Personnel Security and Industrial Security missions while supporting Counterintelligence and Insider Threat operations.
