Description

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research to support the Defense Finance and Accounting Service (DFAS) in a significant IT modernization project. The primary objective is to migrate the Departmental Cash Management System (DCMS) from its current two-tier client-server architecture, which is based on PowerBuilder with an Oracle 19c database, to a modern web-based solution. This initiative aims to enhance system accessibility, streamline operations, and ensure compliance with contemporary cybersecurity standards.

DCMS is a critical Automated Information System used across various DFAS field sites, Air National Guard locations, and other defense-related offices for managing Air Force cash disbursements and related financial activities. The current architecture involves mid-tier modules running on Red Hat Enterprise Linux servers at the Defense Enterprise Computing Center in Ogden, Utah.
