OSD - DFAS - PowerBuilder Replacement for DCMS - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research to support the Defense Finance and Accounting Service (DFAS) in a significant IT modernization project. The primary objective is to migrate the Departmental Cash Management System (DCMS) from its current two-tier client-server architecture, which is based on PowerBuilder with an Oracle 19c database, to a modern web-based solution. This initiative aims to enhance system accessibility, streamline operations, and ensure compliance with contemporary cybersecurity standards.

DCMS is a critical Automated Information System used across various DFAS field sites, Air National Guard locations, and other defense-related offices for managing Air Force cash disbursements and related financial activities. Originally implemented in 1995, DCMS consolidates appropriations and accounting classifications into a single system that improves management information delivery and automates labor-intensive processes. The current architecture involves mid-tier modules running on Red Hat Enterprise Linux servers at the Defense Enterprise Computing Center in Ogden, Utah.

The scope of work involves converting six key DCMS modules from PowerBuilder to a web-enabled platform while maintaining the existing Oracle database structure. The contractor will assess the current application architecture and propose a suitable web-based solution that aligns with DoD standards such as Zero Trust security principles and other cybersecurity guidelines. Additionally, they are expected to provide prototype screens for proof-of-concept validation, ensuring that post-modernization functionality remains consistent with pre-conversion operations.

The selected contractor will also be responsible for delivering comprehensive documentation and training resources to enable DFAS personnel to sustain the modernized system independently after project completion. This endeavor requires collaboration with vendors experienced in large-scale IT modernization projects involving complex systems integration. Throughout various phases from technology selection through module coding progress will be reviewed periodically with DFAS teams to ensure alignment with project goals and compliance requirements.
