OSD DCMA - Duty-Free Entry ABI Subscription - MRAS

The Office of the Secretary of Defense (OSD), through the General Services Administration (GSA), is conducting market research to identify potential service providers for a non-personnel services contract aimed at enhancing the Department of Defense's duty-free entry requirements. The Defense Contract Management Agency (DCMA) Transportation Center, which oversees these requirements across various locations including New York, St. Louis, and Jacksonville, is seeking a contractor to deliver web/cloud-based Automated Broker Interface (ABI) services. This initiative aligns with the broader goal of streamlining operations related to duty-free certifications for Military Type 51 imports.

The primary task under this contract involves providing an interface with Customs and Border Protection's Automated Commercial Environment (ACE). This includes facilitating the upload capability for duty-free certifications necessary for military imports. The selected contractor will be responsible for delivering all necessary resources personnel, equipment, tools, and materials to ensure seamless execution of these services as outlined in the Performance Work Statement (PWS). Additionally, the contractor must provide training for government transportation employees involved in executing and overseeing Duty-Free Entry (DFE) program requirements and adhere to specified IT security standards.

The scope of work also requires that services be performed at designated locations including New York, St. Louis, Jacksonville, and DCMA HQ in Fort Lee, Virginia. The contract is structured with a base year followed by four optional one-year extensions. Throughout this period of performance, the contractor must maintain an adequate workforce capable of fulfilling all tasks without interruption during normal business hours from Monday to Friday, excluding federal holidays or when government facilities are closed due to emergencies or administrative reasons.

Key personnel identified by the government include roles such as Transportation Performance Advocate and Duty-Free Entry Team Lead among others. The appointed contract manager will hold full authority over daily operations related to this contract and must ensure consistent communication with contracting officers regarding any pertinent issues or updates. Regular progress meetings may be convened post-award to assess ongoing performance against contractual obligations.
