Description

On 01 May 2024 , in accordance with 10 U.S. Code 2371b, the Army Contracting Command Orlando has awarded an Other Transaction Agreement (OTA) via Advance Technology International (ATI) for the Opposing Force Mechanized Vehicle Replacement (OMVR) program Prototype Project.

A Request for Solutions for these efforts was issued through TReX on 26 September 2023, which resulted in the submittal of 7 total responses. As a result of the competition, the prototype project was awarded to Advance Technology International (ATI) and BAE Systems Land & Armaments L.P. This effort is estimated to be $40,183,889.86 (inclusive of fee) with a period of performance of six years.

The Opposing Force Mechanized Vehicle Replacement (OMVR) program is necessary to replace the current threat forces being represented at the Combat Training Centers (CTCs) for training which are Opposing Forces Surrogate Vehicles (OSVs) and Opposing Forces Surrogate Tracked Vehicles (OSTVs) that represent threat Main Battle Tanks (MBTs) and Threat Infantry Fighting Vehicles (IFVs). Threats have additional types of mechanized/tracked vehicles beside Infantry Fighting Vehicles and Main Battle Tanks in their combat formations, which are currently not being replicated at the Maneuver Combat Training Centers (MCTCs) causing a gap in the replication of the operational environment for rotational training units (RTUs). This gap impacts the readiness of U.S. Army units for large-scale combat operations (LSCO), because RTUs are unable to distinguish between the disruption zone, main battle zone, and support zone during force-on-force training at the MCTCs. Additionally, threats are modernizing their mechanized/tracked vehicles to achieve overmatch against U.S. and allied systems. The OSV and OSTV do not replicate the capabilities of these vehicles (stabilized turrets, improved fire control, laser rangefinders, etc.) causing additional gaps in the replication of the operational environment for RTUs.

Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. Successful completion will occur when the prototypes have been validated and are accepted by the Government. Further, the government reserves the right to determine part, or all of the prototype project is successfully completed if the vendor shows a particularly favorable or unexpected result justifying the transition to production.
