Amendment 03 is incorporated to provide a revised Statement of Work, Attachment 02_Full Text Provisions and Clauses, and Attachment 03_Contractor Information and Pricing Table. Changes in the CSS information are identified by bold print. Note: if you have already provided a quote, you must thoroughly review the changes and submit your quote (revised or unchanged) on the revised Attachment 03.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W912LP-22-Q-1117, is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, effective 08/10/2022. This acquisition is being solicited unrestricted and is open to all registered Government contractors. The associated North American Industrial Classification System (NAICS) code for this procurement is 325910, with a small business size standard of 500 employees. Basis for award is Price. The Government is seeking to procure on-site toner cartridge replacement and incidental services as identified within the revised Statement of Work (SOW). The Government intends to award a single firm-fixed price purchase order/award to the contractor whose quote, conforming to the requirements of this solicitation, represents the lowest price meeting the minimum specifications.

Attachment 01, SOW, Exhibit 1 (List of Printers by Location), and Exhibit 2 (Listing of Printer Models, Toner Cartridge Numbers, Manufacturer's Estimated Yield, Cartridge Color and Projected Usage) lists all of the requirement details.

The Iowa Army National Guard also requests delivery of toner cartridges, on an as-needed basis, for 12-months after award of the purchase order.

Submission Requirements: the following information shall be submitted as the quote:

Attachment 03, Contractor Information and Pricing Tables, complete the required contractor information as indicated in the table. The Government is allowing Offerors to submit quotes for alternate items, provided those items meet all of the salient physical, functional, or performance characteristics specified by this solicitation, identified in Exhibit 2 of the SOW. Offerors MUST enter exactly what they are bidding (including item description/nomenclature part number, and manufacturer) into the Pricing Table for their quote to be considered. The Government will evaluate 'equal' items on the basis of information furnished by the Offeror or identified in the quote and reasonably available to the Government. The Government is not responsible for locating or obtaining any information not identified in the quote. All tasks described in Attachment 01, SOW, shall be included in the individual toner cartridge price. No separate or additional fee will be accepted beyond the individual toner cartridge price.

Quote is due no later than Wednesday, 28 September 2022, 3:00 p.m. local (central) time. Contractor shall submit quote to Dan Collins, Contract Specialist, via email at daniel.w.collins.mil@army.mil with a courtesy copy to Tracy Miller, Contracting Officer via email at tracy.c.miller11.civ@army.mil. Facsimile delivered quotes will not be accepted. Regardless of how quote is delivered, contractor is responsible to ensure quote is received by the due date and time. Questions regarding this solicitation shall be submitted in writing via email (questions will not be accepted by telephone) to the aforementioned email no later than Wednesday, September 28, 2022, at 9:00 a.m. central time to allow time to research the question and provide an answer prior to the closing date and time. The Government will answer questions to clarify the Government's requirements, although will not answer questions related to a contractor's specific quote information. All questions and their answers will be recorded on a consolidated Question and Answer document and posted to Contract Opportunities on a non-attribution basis. Contractors shall monitor Contract Opportunities frequently for updated Question and Answer documents, as no other notifications will be provided.
