NOTICE OF INTENT TO AWARD SOLE SOURCE

The NASA Johnson Space Center, Houston, TX intends to award a sole source requirement to Chemring Energetic Devices (CED) to procure and modify pyrotechnic devices used by various Agency-wide Projects and Programs. The devices are the NASA Standard Initiator- 1 (NSI-1), NASA Standard Initiator- 3A (NSI-3A), and NASA Standard Detonator (NSD). CED is currently the only source with NASA qualification to fabricate, assemble, and conduct performance acceptance testing on the pyrotechnic devices.

In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency. This notice is for informational purposes only. This is not a request for competitive proposals. The Government intends to award this requirement noncompetitively in accordance with FAR 6.302-1.

Interested parties may submit their capabilities and qualifications in writing to Kyle Thacker or Stephen Noethen at david.k.thacker@nasa.gov or Stephen.d.noethen@nasa.gov no later than 5:00 P.M. Background
The NASA Johnson Space Center, located in Houston, TX, intends to award a sole source contract to Chemring Energetic Devices (CED) for the procurement and modification of pyrotechnic devices utilized in various Agency-wide Projects and Programs. CED is currently the only source with NASA qualification to fabricate, assemble, and conduct performance acceptance testing on these pyrotechnic devices.

The devices in question include the NASA Standard Initiator-1 (NSI-1), NASA Standard Initiator-3A (NSI-3A), and NASA Standard Detonator (NSD). These devices were originally designed for the Apollo Lunar Mission and have since been standardized for use across multiple NASA programs, including the Space Shuttle System and various missions involving the International Space Station (ISS) and other celestial bodies.

Work Details
The contract encompasses the procurement and post-procurement modifications of the following devices:
- NASA Standard Initiator, Type 1 (NSI-1): P/N SEB26100001-2XX
- NASA Standard Initiator, Triple Thread (NSI-3A): P/N SEH26400001-7XX
- NASA Standard Detonator (NSD): P/N SEB26100094-2XX/-3XX

The delivery quantity will be either 200, 500, or 1000 units of each device as specified by NASA in the delivery order. The contractor must also account for attrition and Destructive Lot Acceptance Testing (DLAT) by manufacturing additional units within each lot. Typical manufactured quantities range from 500 to 1500 devices per lot, with a maximum not exceeding 1500 units. For post-production modifications, a minimum quantity of 100 initiators will be required. Milestone-based payments are proposed at various stages including completion of reviews and successful testing.
