Description

The U.S. Nuclear Regulatory Commission (NRC), in collaboration with the General Services Administration (GSA), is initiating a market research request for information (RFI) to support its enterprise-wide professional development training program. The NRC, as a federal agency responsible for ensuring the safe use of radioactive materials for beneficial civilian purposes while protecting people and the environment, recognizes the importance of continuous professional development for its workforce. This initiative aims to enhance the skills and knowledge of NRC personnel through comprehensive training programs aligned with organizational goals and regulatory standards.

The primary objective of this RFI is to gather information on potential service providers capable of delivering a wide range of professional development training services across various disciplines relevant to the NRC's mission. The scope of work includes designing, developing, and implementing training courses that address both technical and non-technical competencies required by NRC staff. These courses may cover topics such as regulatory compliance, safety protocols, leadership development, communication skills, and emerging technologies in nuclear regulation.

Service providers are expected to offer a diverse array of course formats and lengths to accommodate different learning needs and preferences. This includes instructor-led workshops, online modules, webinars, and blended learning approaches. Additionally, providers must ensure that their courses are engaging and effective by utilizing modern instructional design principles and incorporating feedback mechanisms such as satisfaction surveys to continually improve the training experience.

Key requirements for potential contractors include possessing qualified personnel with expertise in adult education and familiarity with nuclear regulatory environments. Contractors should also be prepared to handle logistical aspects such as travel arrangements if necessary and comply with data rights provisions outlined by the NRC. The place of performance will primarily be at designated NRC facilities or through virtual platforms as appropriate.
