Description

In accordance with 252.215-7013Supplies and Services Provided by Nontraditional Defense Contractors; This is a combined synopsis and solicitation for commercial products prepared in accordance with format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. In accordance with FAR 5.203(b) this combined synopsis and solicitation will be posted for less than fifteen (15) days.

Request for Quote (RFQ) number is N66604-25-Q-0289. This is being solicited as a sole source to Kern Technology Group, a service disabled veteran owned small business (SDVOSB), as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs.

Background
The Program Executive Office Integrated Warfare Systems (PEO IWS) was established in 2002 by the Assistant Secretary of the Navy (Research, Development & Acquisition) to oversee all Surface Ship and Submarine Combat Systems.

The IWS 5 program specifically manages all Anti-Submarine Warfare (ASW) initiatives, including software development for fleet operations. This solicitation is a sole source request to Kern Technology Group, a service-disabled veteran-owned small business, for support services related to the Undersea Warfare Decision Support System (USW-DSS).

Work Details
The contractor will provide performance-based non-personal services necessary for operational and program support under this Performance Work Statement (PWS). Key tasks include:

1. **USW DSS Analyst**:
- Provide subject matter expertise and collaborate with developers and engineers to meet community needs.
- Test, inspect, and operate the USW-DSS system and subsystems to ensure performance and security standards are met. Deliverable: CDRL A001 - Test/Inspection Report.
- Log, rank, track, and resolve system bugs and enhancement requests as a liaison between Fleet operators and developers.
- Monitor the local USW-DSS network status, inform staff of issues, and work with support personnel for resolution.
- Conduct regular training sessions for staff on system use. Deliverable: CDRL A002 - Training Materials.

2. **USW DSS Training Analyst**:
- Develop training products for fleet operators covering topics such as watch station qualifications, system operations, best practices, and troubleshooting procedures. Deliverable: CDRL A002 - Training Materials.
- Interface with Subject Matter Experts to assess training requirements.
- Ensure all training products meet industry standards and target specific training needs.

Period of Performance
The anticipated period of performance is 12 months for the base period with three additional 12-month options.

Place of Performance
Services will be performed via telework or on-site at various Commander Task Force/Theater USW Operations Centers (TUSWOC) globally.
