Description

The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to support the Surf Eagle Program. This program is managed by the Commander Naval Meteorology and Oceanography Command (COMNAVMETOCCOM) and involves major subordinate organizations such as the Naval Oceanographic Office (NAVOCEANO) and the Fleet Numerical Meteorology and Oceanography Center (FNMOC). The overall goal of this initiative is to develop, produce, and disseminate high-quality meteorological and oceanographic (METOC) products and services. These services are crucial for providing timely geospatial information to Navy operating forces, the Department of Defense (DoD), and the Intelligence Community (IC).


The work being requested under this contract focuses on providing expert advice and technical support in non-personal service roles. The contractor will be expected to deliver experienced-based recommendations while abstaining from performing any inherently governmental functions. The scope of work includes offering Production Analysis, Scientific Support Services, Collections Management, Production Dissemination Applications, and Information Systems management. This support is essential for processing various intelligence sources into METOC products that can be rapidly disseminated to stakeholders.


NAVOCEANO plays a critical role in supporting SEP by delivering oceanographic products that enhance maritime battlespace awareness. Their responsibilities include data collection, production analysis, and tailored product distribution that aid DoD customers worldwide in safe navigation and effective mission planning. Similarly, FNMOC contributes by utilizing advanced supercomputing capabilities to provide assured global numerical environmental predictions. These efforts ensure fleet safety and enhance warfighting effectiveness across Naval operations.


As part of its mission focus on littoral zones, riverine areas, and inland waterways where traditional data sources may fall short the SEP emphasizes acquiring digital imagery as a key information source. This imagery helps resolve micro-scale oceanographic features necessary for producing actionable environmental intelligence for military operations. Through this contract's technical support services, SEP aims to maintain robust infrastructure capable of rapidly processing high-resolution METOC data critical for operational success.
