Navy - Outward Mindset Training - MRAS

The General Services Administration (GSA), on behalf of the U.S. Navy, is conducting market research to support the Norfolk Naval Shipyard's (NNSY) transformation into a high-performing organization. NNSY is a key industrial center responsible for maintaining, overhauling, and repairing U.S. Navy vessels. As part of its strategic initiative, NNSY aims to foster a culture of excellence by enhancing leadership capabilities and promoting individual accountability and collaboration among its personnel.

The focus of this initiative is to implement Outward Mindset training that transcends mere behavioral changes by addressing the underlying mindsets that drive behavior. This comprehensive training program will be delivered through instructor-led onsite sessions and will include all necessary course materials. The program is designed for all levels of the workforce, with specialized training for leaders to ensure effective implementation across the organization.

Key components of the program include facility site visits, in-person train-the-trainer courses for internal facilitators, and sustainment content to reinforce Outward Mindset methodologies. The training will involve multiple sessions at various locations including Norfolk Naval Shipyard and other sites such as Philadelphia, PA; Kings Bay, GA; Charleston, SC; and Saratoga, NY. Additionally, mindset assessments and ROI surveys/reports will be conducted to measure the effectiveness of the training.

The contract outlines a 12-month base period with options for two additional years. During this period, vendors are expected to conduct numerous workshops focused on mindset and leadership development for both supervisors and internal facilitators. The goal is to cultivate self-aware leaders who can drive organizational change effectively while aligning with NNSY's strategic goals.
