Description

The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to develop a comprehensive Schedule Management and Optimization Tool. This tool is intended to support the Navy's Private Sector Optimization (PSO), Workload Forecasting, Harvesting, and Program Management Support Services. The primary goal of this initiative is to enhance the life cycle management of naval ships, from fleet introduction through commissioning, maintenance, decommissioning, and harvesting schedules. The project aims to streamline logistics optimization related to shipyard performance while ensuring continued support from personnel with expertise in naval commissioning and ship repairs.

The contractor selected for this project will be responsible for creating a virtual dashboard capable of managing workload and infrastructure scheduling. This tool will allow for the development of "what-if" scenarios and provide automated updates to workload schedules based on changes in maintenance plans. Additionally, it will support planning or execution availabilities by integrating various data sources such as manpower reporting products in accordance with the A017 Contract Data Requirements List (CDRL) and Surface Maintenance Engineering Planning Program (SURFMEPP) projections.

Furthermore, the contractor must possess subject matter expertise in computer programming, process modeling, infrastructure analysis, workload forecasting, earned value management, scheduling logistics, Lean Six Sigma methodologies (Black and Green Belts), and benchmarking from both industry and government perspectives. Regular meetings are expected to discuss tool development and management reports essential for optimizing SEA21's mission responsibilities alongside those of CNRMC (Commander Naval Regional Maintenance Center), SEA04 (aircraft carrier/submarine maintenance), PMS-421 (Coast Guard harvesting), and USCG.

The tasks outlined within this solicitation include developing optimization tools/dashboards specific to SEA21A's needs with functionalities such as workload forecasting at port levels down to individual hulls using layer cake graphs that depict actual/forecasted workloads by month/hull type. These tools should also include Gantt charts displaying dry docks/berths availability while providing training materials like desk guides/technical support tailored specifically towards approved users within SEA21A's framework.
