Description

The General Services Administration (GSA), on behalf of the Navy, is conducting market research to support the Office of Naval Intelligence's (ONI) Civilian Leader Program (CLP). This initiative aims to enhance the leadership capabilities within ONI by developing a cadre of high-performing leaders prepared to assume senior roles. The CLP is designed to provide executive leadership development training, focusing on cultivating skills necessary for promotion to Senior Executive Service (SES) and Senior Leadership (SL) positions. The overarching goal is to foster a diverse group of leaders capable of navigating complex environments in alignment with Department of Defense (DoD) instruction 1430.16, which outlines strategies for growing civilian leaders.


The contract requires a non-personal services provider who will be responsible for delivering all aspects of the Civilian Leader Program. This includes providing all personnel, equipment, supplies, facilities, tools, materials, supervision, and other necessary items and services. The contractor will perform these tasks according to the standards outlined in the Performance Work Statement while ensuring accountability solely to their organization and ultimately to the government.


The scope of work involves delivering specialized instruction for up to twenty-five participants in ONI's CLP. The curriculum will focus on developing DoD Civilian Leader Competencies as identified in DoD Instruction 1430.16 while integrating elements from the Navy's Civilian Leader Framework where applicable. Participants will undergo a Leadership 360-degree assessment at the program's outset and receive three executive leadership coaching sessions tailored to individual topics provided by each student. Additionally, there will be a final career roadmap coaching session designed to help participants plan their next steps after completing the program.


The period of performance for this contract includes one base year followed by two optional years, beginning from the date of award in November 2024 through November 2027. To ensure quality control and assurance throughout this period, contractors are expected to establish effective programs that adhere strictly to the Performance Based Statement of Work (PBSOW). These programs should include procedures aimed at identifying and preventing service defects while ensuring non-recurrence through continuous quality monitoring aligned with government evaluation standards.
