ID: RFQ1688776 • Alt ID: R_GHBn88eV6H36M8N • Type: Sources Sought

Description

The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to gather information for a potential contract opportunity concerning the Naval Postgraduate School (NPS) in Monterey, California. The NPS plays a vital role in providing postgraduate education and advanced research capabilities to military and civilian personnel within the Department of Navy (DoN), other military branches, and foreign military services. Central to its operations is the Information Technology and Communications Services (ITACS) directorate, which supports NPS's mission by managing and operating its network infrastructure.

The primary objective of this solicitation is to consolidate all network support requirements into a unified network subscription service for NPS. This comprehensive service will encompass access to necessary hardware, network management systems, administration services, cable plant infrastructure services, and support for both wired and wireless networks. The aim is to enhance cost efficiencies while improving management oversight through a unified infrastructure that can adapt to new technologies as they become available. This initiative aligns with broader Navy goals by boosting operational excellence through improved network capabilities.

Currently, NPS operates with both Government-owned legacy hardware from a 2016 equipment refresh and newer equipment provided by an incumbent service provider. The desired subscription service will need to provide seamless integration with existing systems such as Unified Network Access Control using Forescout technology, Advanced Network Analytics via Palo Alto Networks 7050 & Splunk solutions, remote monitoring capabilities based in the U.S., workflow support tools, and a comprehensive Network Management System that offers an integrated view across all components.

The scope includes not only maintaining current operations but also allowing for flexibility in scaling the network up or down by up to 10% annually without additional costs outside of technology refresh scenarios. Furthermore, it requires proactive monitoring and troubleshooting of network performance issues while ensuring prompt resolution using certified OEM replacement parts with next business day delivery for critical components. Additionally, the contractor must provide robust technical support available 24/7/365 via remote communication channels such as telephone and email.
