Description

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to gather information about potential contractors capable of providing comprehensive logistics support services for the Center for Explosive Ordnance Disposal and Diving (CEODD). The overarching goal of this contract is to ensure that the Naval School Explosive Ordnance Disposal (NSEOD) at Eglin Air Force Base, FL, the Naval Diving and Salvage Training Center (NDSTC) at NSA Panama City, FL, and CEODD Detachment Great Lakes, IL, have the necessary administrative and logistical support to maintain a high state of operational readiness. These facilities are crucial for training approximately 1,200 students annually in explosive ordnance disposal and diving skills.

The scope of work under this non-personal services contract involves a variety of critical roles including Certified Strength and Conditioning Specialists, Master and Senior EOD Technicians, Accountable Property System of Record users, student management and administrative support personnel, heavy equipment mechanics, Military Range Schedulers, Emergency Medical Technicians (EMT), safety administrative assistants among others. The contractor will be responsible for delivering these services across multiple locations to facilitate seamless operations in training environments. This includes overseeing logistical tasks such as material supply management, tactical diving operations maintenance, training aids fabrication, equipment maintenance, inert ordnance management as well as IT systems administration.

Furthermore, the selected contractor must ensure compliance with all relevant federal laws and regulations such as Occupational Safety and Health Administration (OSHA) standards along with specific Navy directives. The contract demands a stable workforce capable of providing uninterrupted service during normal duty hours from 0600 to 1630 Central Standard Time on weekdays excluding federal holidays or other government-directed facility closings. This requirement highlights the importance placed on maintaining continuity in workforce engagement to meet operational demands effectively.
