Description

The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to identify potential contractors for a project aimed at enhancing the Navy's wargaming and analytic capabilities. This initiative aligns with broader Department of Defense (DOD) and Intelligence Community (IC) goals to strengthen strategic planning and intelligence operations. The primary objective is to leverage contractor expertise in research, analysis, and operational planning to design, plan, and execute sophisticated wargames and related projects that simulate real-world scenarios for strategic evaluation and training purposes.

The scope of work requires the contractor to participate in various stages of wargame preparation, including conceptualization, design, development, testing phases, and execution. This involves attending multiple planning sessions such as workshops and conferences to ensure comprehensive scenario development. The contractor will serve as a subject matter expert (SME) in intelligence/adversary team dynamics, assisting in crafting realistic adversary strategies and control player cells. They will also be responsible for ensuring that all elements of the wargame's intelligence support architecture are accurate and aligned with strategic objectives.

During the execution phase of these wargames or analytic events, the contractor will perform roles such as facilitator or assessor/adjudicator while providing technical support for control cells. They must stay informed about current military strategies and adversary tactics across various domains including cyber operations. The role involves integrating these insights into wargame scenarios using both established methods and innovative approaches to accurately represent adversaries.

Additionally, the contractor will produce detailed reports and briefings throughout the project lifecycle. These materials include intelligence updates, scenarios development reports, Joint Intelligence Preparation of Operational Environment (JIPOE) products, adversary concepts of operations (CONOPS), force compositions/orders of battle analyses, along with U.S. intelligence architecture evaluations up to Top Secret/Sensitive Compartmented Information (TS/SCI) levels when required.
