The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to identify potential contractors capable of providing educational services for the Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF). Located in Bremerton, Washington, PSNS & IMF plays a critical role in maintaining, overhauling, and repairing Navy vessels. The facility employs over 14,000 military and civilian personnel dedicated to ensuring that the Navy's fleet is maintained and modernized efficiently and effectively. To support this mission, PSNS & IMF seeks to maintain a highly trained workforce through comprehensive educational programs.

The scope of work required under this contract includes providing all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services essential for delivering educational services as outlined in the Performance Work Statement (PWS). The contractor will be responsible for managing these resources while adhering to the standards set forth by the government. This initiative aims to replace an existing contract with a new program that will continue to support workforce development at PSNS & IMF through structured educational opportunities.

A key component of this educational initiative is the Apprentice Program. Conducted in accordance with federal regulations and specific PSNS instructions, this program offers a planned and progressive career-related education employment opportunity. It is designed to enhance apprentices' knowledge, skills, and abilities (KSAs) relevant to their roles within the shipyard. This cooperative education model not only prepares apprentices for their current duties but also equips them with competencies that contribute to their long-term career progression within naval maintenance operations.
