Description

The NATO Communications and Information Agency (NCIA) intends to issue an Invitation for Bid (IFB) to provide upgrades to Kosovo Force (KFOR) Theatre Liaison Kits and provide NATO Mission Iraq (NMI) with Mobile CIS. The contractor will provide a secure, easy-to-use, lightweight, responsive deployable C2 communications package able to assure secure classified data, video teleconferencing, and voice services to a maximum community of four users in KFOR and nine users per domain in NMI, in two Security Domains (xU and xS). The KFOR equipment may be used from a vehicle or deployed into a building of opportunity. The NMI equipment will be used at static locations. The equipment will be known as Theatre Small Team Kits (TSTK).

Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 4) register with the NCI Agency's eProcurement tool, Neo: https://www.ncia.nato.int/business/procurement/neo-eprocurement

In addition, contractor personnel will be required to work unescorted in Class II Security areas. Therefore, access can only be permitted to cleared individuals. Only companies maintaining the appropriate personnel clearances will be able to perform the resulting contract.

The reference for the IFB is IFB-CO-115788-TLK and all correspondence concerning the IFB should include this reference.

The NCI Agency plans to issue an IFB using the ICB Procedure for Lowest Priced Technically Compliant (LPTC) evaluations. A single, firm-fixed price contract is planned for the entire scope of work.

SUMMARY OF REQUIREMENTS

A Summary of Requirements (7 pages total) is attached. These requirements are being refined and will be included in further detail as part of the IFB.

BECOMING ELIGIBLE TO BID

NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.

The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

DOC is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the TEXT of your email:

the title and/or solicitation number of the project
- the name/phone/email of the company employee who should receive the bid documents

After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. DOC will transmit the DOE to the NATO contracting agency.

Background
The NATO Communications and Information Agency (NCIA) is issuing an Invitation for Bid (IFB) to enhance the Kosovo Force (KFOR) Theatre Liaison Kits and provide Mobile Communications and Information Systems (CIS) for NATO Mission Iraq (NMI).

The goal is to deliver a secure, lightweight, and responsive deployable command and control communications package that ensures secure classified data, video teleconferencing, and voice services for users in both KFOR and NMI.

Work Details
The project involves the delivery of two variants of the Theatre Small Team Kits (TSTK):

1. KFOR TSTK will support one user on xU and three users on xS in various scenarios including On the Move, At the Quick Halt, On the Pause, and Building of Opportunities.

2. NMI TSTK will support nine users on both xU and xS in similar scenarios. The contract includes providing two NMI TSTK mobile CIS packages, four KFOR TSTK mobile CIS packages, and one TSTK reference system. Additionally, modifications to static infrastructure and Mission Anchor Function (MAF) will be made to ensure security compliance while meeting customer requirements. The project will also convert Skype for Business into a consolidated service hosted in the NMI MAF.

Period of Performance
The anticipated period of performance is from Q4 2025 to Q3 2027.

The contract work will be performed in locations relevant to the Kosovo Force (KFOR) operations and NATO Mission Iraq (NMI).
