Description

The purpose of this DRAFT RFQ is to determine Contractor interest in the competition, ask questions related to the Draft RFQ and to allow Contractors to confirm intent of participation in the competition of the related RFQ. This DRAFT RFQ requests responses from all eligible Contractors. Contractors interested in participating should provide their affirmative interest in the competition by the due date provided. This Draft RFQ is issued in accordance with FAR 5.205. The National Endowment for the Arts (NEA) requires professional services to assess NEA Research Labs training needs, provide technical assistance to NEA Research Labs, and provide administrative support to the NEA for the NEA Research Labs program and initiatives. These services include a broad spectrum of performance requirements related to business management and operations support. The performance requirements support NEA Office of Research and Analysis (ORA) and NEA Research Labs. These services span a broad spectrum from assessment of needs related to training and topics, technical assistance to support enhanced NEA Research Labs' performance, planning and facilitation of convenings of Labs' personnel, and administrative support. This requirement is for technical assistance to the NEA Research Lab awardees, and to initiate the following overarching initiatives through trainings, network-building, and the development of communications plans and tools for sharing the NEA Research Labs' findings with arts organizations, with relevant fields of practice, and with the wider public: a. Promote cross-Labs collaboration and technical assistance, b. Align deliverables with a longer-term trajectory, and c. Invite novel and various techniques for distributing research results. The Government intends to award one (1) Blanket Purchase Agreement (BPA) and one (1) Day One Order using the acquisition procedures in Federal Acquisition Regulation (FAR) Part 8. FAR Subpart 16.505 and 15.3 are not applicable. Quoters may utilize other SINs in which they hold a contract, but they must hold SIN 541611 or 541690. Proposed BPA Order Types: The BPA will allow for Firm-Fixed Price (FFP), Time and Materials (T&M), and Labor Hour (LH) Orders. The Day 1 Order is anticipated to be T&M. Total Estimated Value of BPA: The total estimated collective value of the BPA is approximately $1.7 Million. Location of the Work to be Performed: It is anticipated that all work is performed at the contractor's location/facility. Telework agreements are at the discretion of the Contractor. All work shall be performed within the Continental United States (CONUS).
