Background
The Military Sealift Command (MSC) is tasked with providing sealift for strategic mobility in support of national defense objectives. MSC's mission includes the transportation of cargo and petroleum, oil, lubricants, and special mission ships to meet fleet and combatant commander requirements.

The command operates through a combination of government-owned and contractor-operated ships and commercial services, supporting the United States Transportation Command (USTRANSCOM) and the Chief of Naval Operations. This contract aims to provide financial management support services for MSC’s N8 Directorate, which is critical for maintaining operational readiness and financial accountability.

Work Details
The contractor will provide comprehensive financial management support services including:
1. Data Collection, Financial Analysis, and Reporting:
- Collecting, recording, interpreting, maintaining, and presenting data related to U.S. Navy and USTRANSCOM mission areas.
- Preparing analysis and developing deliverables per Technical Exhibit 1.
- Delivering technical recommendations for the Department of the Navy Enterprise Resource Planning (NERP) system implementation.
- Providing OMB A-123 Program Development and Sustainment support.
- Coordinating execution of special projects related to financial research.
- Operating the Military Sealift Command NERP Enterprise Business Office (MEBO).

2. NERP Sustainment, Migration, and Implementation Tasks:
- Providing Subject Matter Expert (SME) support for NERP functionalities including project management and financial accounting.
- Assisting in training on NERP functional areas to enhance system adoption by MSC users.

3. OMB A-123 Tasks:
- Supporting development or revision of business processes related to funds management and financial statement compilation.
- Assisting with routine financial reconciliation processes.

Period of Performance
The period of performance includes one base year from April 28, 2025 to April 27, 2026, with four additional option years each lasting 12 months. The contract may also be extended by six months if necessary.

Place of Performance
The work will primarily be performed at the contractor's facility; however, quarterly meetings will be held at MSC facilities in Norfolk, VA.
