Morganza to the Gulf Hurricane and Storm Damage Reduction Project Sources Sought – Commercial Clay Borrow Source

Background
The U.S. Army Corps of Engineers (USACE), New Orleans District is initiating a project entitled the Mississippi River and Tributaries, Morganza to the Gulf (MTG) Project, located in Terrebonne and Lafourche Parishes, Louisiana. The goal of this contract is to establish a pre-approved list of commercial clay borrow sources that could be utilized in various construction contracts associated with the MTG Project, which aims to enhance hurricane and storm damage reduction efforts.

Work Details
The primary objective of this solicitation is to identify potential clay borrow material sources for the MTG Project, requiring approximately 54,000,000 cubic yards of clay borrow material for the initial construction of the full levee system. The construction is currently ongoing and will involve multiple contracts over several years, with an aim to have all construction activities underway by 2035.

Submissions that meet specified requirements will contribute to a list of pre-qualified commercial clay borrow sources eligible for consideration in future levee construction solicitations. Inclusion on this list does not guarantee work but allows bidders to consider these sources as subcontractors or material providers.

To qualify as a Commercial Clay Borrow Source, applicants must provide:
- A Certificate of Good Standing from the Louisiana Secretary of State;
- All necessary state and local permits;
- Comprehensive documentation as outlined in sections 1-14 by the submission deadline.

Additionally, a Right of Entry document granting USACE access for investigations must be included, along with detailed maps showing access routes and operational layouts.

Period of Performance
The contract will be performed over several years with an overall goal to have all construction activities underway by 2035.
