THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR QUOTES/PROPOSALS OR AN INVITATION TO BID.

In accordance with Federal Acquisition Regulation (FAR) 10.002(b), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation. This notice is to determine the availability of businesses through full and open competition to provide the required services.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking sources that are interested in and capable of providing services remove the existing plasma torch on the Muratec M5000 and install and retrofit a Hypertherm MaxPro200 plasma torch system; program the Muratec M5000 to integrate the new torch system; and train PHNSY & IMF personnel to operate and maintain the new auxiliary system. Contractor shall be an authorized, qualified service technician, specific to this equipment: Muratec M5000 (S/N2413).

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811310 - Electronic and Precision Equipment Repair and Maintenance and the small business size standard is $12.5 million. The Product Service Code is J049 - Maintenance, Repair and Rebuilding of Equipment: Maintenance and Repair Shop Equipment.

This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred.

If your organization has the capability of performing these services, please provide the following information:

  1. Organization name, address, email address, website address, telephone number, size and type of ownership for the organization, CAGE code, SAM.gov unique entity ID; and
  2. Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.

Submission Instructions: Interested parties who consider themselves qualified to fulfil requirements in accordance with the attached draft Performance Work Statement are invited to submit a response to this Sources Sought Notice by 11:00 AM HST on 16 JUNE 2025. All questions and responses regarding this Sources Sought Notice must be emailed to the point of contacts below.

Background
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking sources capable of providing services to upgrade their plasma torch system. This initiative aims to enhance operational capabilities by replacing the existing plasma torch on the Muratec M5000 with a Hypertherm MaxPro200 plasma torch system. The goal is to ensure that personnel are trained to operate and maintain the new system effectively.

Work Details
The contractor will be responsible for the following tasks:
1. Remove the existing plasma torch from the Muratec M5000.
2. Install and retrofit the new Hypertherm MaxPro200 plasma torch system.
3. Program the Muratec M5000 to integrate with the new torch system.
4. Train PHNSY & IMF personnel on how to operate and maintain the new auxiliary system.

The contractor must be an authorized, qualified service technician specific to this equipment (Muratec M5000, S/N2413). Additionally, contractor personnel must comply with Public Law 105-270 regarding inherently governmental functions and must not establish an employee-employer relationship with Government personnel.

The services will be performed at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility.
