Description

NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting a Market Survey (MS) to identify interested and capable businesses, stimulate industry awareness and, gain feedback to improve the acquisition environment/process. Firms possessing the capabilities to perform the tasking described in the attached Performance Work Statement (PWS) and information below are encouraged to respond.

The contractor will be tasked to accomplish the work as specified in Attachment 1, Performance Work Statement (PWS). Seeking commercial sources capable of providing Preventive Maintenance (PM) and Corrective Maintenance (CM) to Government Owned Material Handling Equipment located at Naval Base Ventura County, Port Hueneme and Point Mugu.

The Government anticipates this effort to be a Firm Fixed Price FFP type contract with a 12-month base period of performance plus four (4) 12-month option periods. This is a new requirement.

The applicable North American Industry Classification System (NAICS) code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a small business size standard of $12.5 (millions of dollars).

Interested parties should provide a Capability Statement (no more than 5 pages). Illustrations such as tables, flowcharts, organizational charts, process charts or other similar type informational charts may be used, and they will be counted against the page count limitations. Electronic responses (i.e. email) are preferred and telephonic request for information will not be honored. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No request for capability briefings will be honored as a result of this notice. Responses that do not conform to the MS instructions may not be considered by the Government. Standard company brochures will not be reviewed.

Background
NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to identify interested and capable businesses for the provision of Preventive Maintenance (PM) and Corrective Maintenance (CM) services for Government Owned Material Handling Equipment located at Naval Base Ventura County, Port Hueneme, and Point Mugu.

The goal of this contract is to maintain the equipment in good working order for various operational needs, as the Commander, Navy Region Southwest lacks the organic capability to provide these services.

Work Details
The contractor will be responsible for providing qualified personnel, equipment, supplies, tools, materials, supervision, and other necessary items to perform PM and CM on Government Owned Material Handling Equipment.

The contractor must ensure that all maintenance is performed according to manufacturer and Government specifications. Key tasks include:
1. Performing scheduled preventive maintenance to identify potential problems before they lead to equipment failure.
2. Conducting corrective maintenance as needed when equipment malfunctions occur.
3. Ensuring that all services are documented and that any corrective actions exceeding the not-to-exceed (NTE) cost limit are communicated promptly to the Contracting Officer Representative (COR).

Period of Performance
The anticipated period of performance includes a base year of 12 months followed by four optional years of 12 months each.

Naval Base Ventura County, Port Hueneme and Point Mugu.
