This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement or a Personal Service Contract.

This notice aims to obtain information regarding the availability and capability of all qualified interested sources (Small and Other than small) to perform a potential requirement.

The Defense Nuclear Facilities Safety Board (DNFSB) is seeking consulting services from an experienced Management Professional with prior Federal leadership experience focused on the three functional areas of strategic importance: Equal Employment Opportunity (EEO) Compliance; Cultural Transformation; and Diversity, Equity, Inclusion, and Accessibility (DEIA).

The Place of Performance is at DNFSB headquarters at 625 Indiana Avenue NW, Washington, DC 20004. There is no Authorized Telework.

The anticipated period of performance shall consist of One (1) twelve (12) month base period.

Interested sources are requested to provide a capability statement that briefly describes previous and or current work experience in or relating to the areas listed above. All respondents must be registered in the System for Award Management https://sam.gov.

In addition, interested sources are requested to review the attached DNFSB Performance Work Statement for consulting services from an experienced Management Professional and provide comments, concerns, and recommendations in accordance with the attached Market research questionnaire.

All questions, comments, or any responses regarding this notice shall be addressed in writing via email with RESPONSE TO SOURCES SOUGHT NOTICE 953142-23-Q-0002 DNFSB MANAGEMENT PROFESSIONAL CONSULTING SERVICES in the subject line. All documents submitted, will not be returned. All interested Contractors are invited to submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed within this notice. Responses are due no later than 11:30 AM Eastern Standard Time (EST), 21 March 2023 to the Contracting Officer, Adriana Underdue, at email: adrianau@dnfsb.gov.

AGAIN, This notice is for planning purposes only and does not constitute a request for proposal and is not considered a commitment by the Government. This is a market research tool to determine the availability and adequacy of potential sources. As a result of analyzing responses to this notice, the Government shall determine if a solicitation will be issued. The Government does not intend to award a contract on the basis of this Sources Sought notice. No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information requests.
