Description

DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to General Electric Company, CAGEs 99207 and 07482, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBS) nor the Government-Wide Point of Entry (GPE) FedBizOpps. A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. The agency intends to award a subsumable contract in accordance with the general terms and conditions for the General Electric (GE) Captains of Industry (COI) Supplier Capability Contract (SCC) SPE4AX-18-D-9418.

This synopsis is for a Multiple Year, Indefinite Delivery Requirements Contract (IDRC) for the procurement of sole source, part-numbered items manufactured by GE CAGEs 99207 and 77482. This acquisition supports the tenets of streamlining by employing a Joint Opportunity whereby DLA consumables as well as Depot Level Reparables (DLRs) are combined in a single acquisition strategy using long term contracting procedures. A single award is anticipated. The key component of this Strategic Supplier Alliance (SSA) will be the ability to effectively provide management visibility into efficiency and productivity of the contract. DSCR currently does not have a competitive data package for any of the items included in this solicitation.

The initial phase will consist of approximately 91 items (both DLA consumables and DLRs) which are anticipated to be awarded at time of basic contract award. A listing of the NSNs, part numbers and estimated annual quantities are attached to this notice. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. Alternate offers must submit a complete technical data package for each NSN for approval in order to be considered for award. The proposed acquisition for this Joint Opportunity requirement is for a Requirements, Firm Fixed Price contract type. The term will be a five year base period with a single, five-year option period. The total duration (base plus option period) shall not exceed ten years. The estimated solicitation issue date is November 19, 2020 with an estimated closing date of December 19, 2020.

Responses to this announcement from other than the OEM are required by close of business November 19, 2020 and should identify items of interest and include evidence of ability to supply the items for the contract period as identified. A copy of the letter of interest should be forwarded to the contracting officer identified herein and the SBA PCR Tammy Birdsong (tammy.birdsong@sba.gov).

Surplus dealers, small business dealers and distributors (having on-hand existing stock of surplus or newly manufactured material) are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. In addition, respondents should identify quantity available and price. The government may procure material or alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
