Land Legal and Institutional Consultant

Background
The Millennium Challenge Corporation (MCC) requires a contractor to provide legal, institutional, and operational analysis services to support MCC's oversight of the development and implementation of land administration and land tenure-related investments in MCC-eligible countries. The consultant will provide technical advisory services to support MCC's leadership of compact or threshold due diligence and project development and oversight of project implementation and results achievement.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks as defined in Section C of the Statement of Work. The consultant's assignments may include evaluating key local land laws, regulations, reform proposals, documents and other information; assessing institutional allocation of responsibilities related to land administration; providing specific design recommendations for improvements to proposed approaches to legal, institutional, or procedural change; providing recommendations and drafting as needed in relation to budget/financial plans, work plans, and/or terms of reference; conducting analyses or special legal and institutional studies related to topics such as land transactions, land markets, inheritance, gender, land information systems, land use and spatial planning; analyzing applicable deliverables produced by MCA contractors related to land legal and institutional frameworks and recommended reforms or changes; among other tasks as assigned by the COR.

Period of Performance
All work will be completed between the dates of the award through a period of up to five years, consisting of a base year and up to four option years. The estimated level of effort is estimated at up to 1,000 hours per year for the first 4 years and 900 hours for the last option year. International travel to Malawi, Zambia and other MCC-eligible countries will be required.

Place of Performance
The consultant shall perform the services at the consultant's own home/office facilities, in MCC's Washington DC offices when requested, and in MCC-eligible countries.
