Kansas City District 2019 Flood Recovery Projects Industry Day and Sources Sought
This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of an Industry Day and Contractor outreach being conducted by the Kansas City District, Corps of Engineers to identify interested Contractors within the Kansas City District's area of responsibility for the Scope of Work listed below. Contained within this Sources Sought Notice are the general capabilities required to perform the Scope of Work according to USACE standards.
The work covered by this program will consist of furnishing all equipment, labor, operators, supervision/site superintendent, quality control, supplies, materials, and incidentals necessary to satisfactorily perform and provide construction for levee rehabilitation to include, but not limited to in place breach repairs, levee setback installation, erosion repair, earthwork operations, borrow operations, various stone surfacing/placement, installation of stone armored protection, installation and rehabilitation of drainage structures and associated apertures, and establishment of turf for repairs of compromised landside, riverside, and crown levee sections.
We anticipate the rehabilitation program caused by 2019 flooding will consist of anywhere from 50 to 100 contracts ranging in the magnitude of $100,000 to $5,000,000. Project sites consist of Levees along the Missouri River and its tributaries ranging from Rulo, Nebraska to Washington, Missouri.
Required Trades: The contractor shall have the capabilities of supplying trades including, but not limited to laborers, operators, welders, carpenters, iron workers, cement masons, qualified quality control managers, safety professionals, professional material testing, and professional surveyors for performance of work.
Required Equipment: The contractor shall have the capabilities of supplying multiple pieces of equipment including, but not limited to, the types of equipment as described below for performance of work: Bulldozers, Excavators, Long Reach Excavators, Lime Spreading Equipment, Soil Pulverizers, Loaders, Dump Trucks, Off Road Trucks, Scrapers, Graders, Tractors, Skidsters, Compaction Rollers, Water Trucks, and other misc equipment required for earthwork and stone placement Operations, Various makes, type, and capacity pumps and associated equipment for care of water, Various Seed spreading and Installation Equipment and Water Trucks for establishment of turf.

Responses:
This Sources Sought notice will be used to make appropriate acquisition decisions. After review of the responses to this Sources Sought synopsis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunities website at www.fbo.gov. No telephone calls will be accepted requesting a bid package or solicitation.

There is no bid package or solicitation at this time.

Submission Requirements:
1. Offeror's name, address, point of contact, phone number, and e-mail address.
2. Firm's DUNS number.
3. Offeror's interest in providing a proposal if a solicitation is issued.
4. Offeror's capability to perform a contract of this magnitude and complexity.
5. Offeror's type of business and business size. (If small business, Company's current small business category (Small Business, HUBZone, Service Disabled Veteran Owned,
and/or 8(a)) as it relates to (NAICS) Code 237990)
6. Offeror's Joint Venture information, existing and potential, if applicable.
7. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars).
8. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor.
9. Have you performed any of the types of work listed in the description of the requirement? If so, list the types of work performed. How much of each type of work did you complete as the prime or sub-contractor?
10. A listing of the company's equipment that would be used to execute this work
11. Please respond with all above info by deadline posted with this notice and please limit your response to 20 pages.

No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the information will be utilized for technical and acquisition planning. If adequate responses are not received from the small business sector, the acquisition may be solicited as unrestricted. All data received in response to this Sources Sought synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a Sources Sought
announcement, no debrief, evaluation letters, or results will be provided to the participants.
