Background
The Defense Health Agency (DHA) is seeking to award a sole source contract to Contracting Resources Group, Inc. (CRG) for strategic communication operational support. This contract aims to provide program-level communications expertise that aligns with the agency's mission to effectively communicate with stakeholders and support the respective missions of the DHA and the Assistant Secretary of Defense for Health Affairs (ASD(HA)).

The goal is to ensure continuity of services while a competitive procurement process for a follow-on contract is completed.

Work Details
The contractor will develop strategic communications plans that involve: analyzing the information environment; describing current and upcoming phases of communications initiatives; identifying and developing goals and measurable objectives; creating strategies, tactics, and communications measurements; executing communications support for DHA networks and Military Treatment Facilities; defining analytics and metrics to measure performance and communication effectiveness.

Specific efforts include managing social media programs, senior leader communications, content management, strategic outreach, media operations, brand oversight, website management, and broadcast/video production. These services are critical as they utilize specialized skills that are difficult and costly to maintain within the supported organizations.

Period of Performance
The base period of performance is from July 30, 2025, to October 29, 2025, with an option period extending from October 30, 2025, to November 29, 2025. There is also a provision for up to six months of extension to address any schedule contingencies during the source selection effort.

Place of Performance
The services will be performed at locations associated with the Defense Health Agency.
