Judiciary - Safe FME - MRAS

The Administrative Office of the US Courts (AOUSC) is seeking to enhance its physical space management processes by leveraging the SAFE Feature Manipulation Engine (FME) application. In collaboration with the General Services Administration (GSA), the AOUSC aims to automate and streamline the handling of AutoCAD drawings for approximately 800 Judiciary facilities. These facilities encompass over 40 million square feet across more than 5,000 floors. The GSA provides a comprehensive set of building plans in various formats such as .DWG, .JPEG, and .PDF, which undergo a Computer Aided Design (CAD) cleanup process before integration into JSPACE, AOUSC's space management platform.

The AOUSC is conducting market research to identify a vendor capable of providing SAFE FME licenses and technical support. The primary goal is to facilitate data integration, format conversion, data transformation, quality assurance, validation, and workflow automation using the FME software suite. This initiative is intended to minimize manual tasks involved in comparing existing drawings with new ones from GSA and ensure compliance with IMB Tririga software standards before updating JSPACE.

The contract will cover several key objectives including the provision of SAFE/FME software licenses for both server and desktop editions. It will also involve pre-CAD processes such as identifying discrepancies between new and existing building drawings, creating CAD files from PDF plans received from GSA, and generating change reports for any differences found. Additionally, quality control measures post-CAD process will be implemented to validate drawing accuracy by ensuring all lines are closed into polygons with appropriate text labels.

Furthermore, the selected vendor must provide ongoing software support services including troubleshooting application usage issues for end-users and maintaining the SAFE FME application environment. This includes correcting defects promptly upon notification by government project managers and developing new source code as necessary. All electronic documentation must be compatible with Microsoft Office products used by AOUSC to ensure seamless integration into their existing systems.
