JUDICIARY - CAD Services - MRAS

The U.S. General Services Administration (GSA), on behalf of the Judiciary, is conducting market research to explore capabilities related to providing architectural and engineering technical services for the Administrative Office of the U.S. Courts (AO). The AO's mission is to deliver a wide range of support services to federal courts, with the Space and Facilities Division focusing on facilities operations and projects. This solicitation seeks expertise in AutoCAD and Revit software to support the AO's JSPACE real estate management system, which manages a portfolio of 40 million rentable square feet.

The objective of this contract is to procure specialized CAD drawing and data services that will facilitate the integration of architectural drawings into JSPACE. This involves using SAFE Software's File Manipulation Engineering (FME) tool, along with AutoCAD and Revit, to format and clean files before they are ingested into IBM's TRIRIGA system JSPACE's software backbone. The task requires creating new AutoCAD and Revit drawings for federally leased spaces while updating existing documentation for federally owned properties.

Key responsibilities include creating JSPACE-compatible documents by modifying CAD drawings, handling metadata associated with GSA floorplans, maintaining files as renovation projects occur, and collaborating with FME teams for continuous improvement. Contractors must possess comprehensive knowledge in AutoCAD (2021 version moving towards 2025) and Revit (2023 version moving towards 2025), as well as familiarity with the U.S. Courts' Design Guide and GSA's National Business Space Assignment Policy.

This project encompasses over 800 facilities 400 federally owned locations totaling 37 million usable square feet, alongside 440 leased locations covering 5.2 million usable square feet with an aim to replace outdated plans dating back to 2017 with more current ones from 2025. The updated plans promise greater uniformity and reduced processing time due to their improved clarity.
