Description

The General Services Administration (GSA), on behalf of the Judiciary, is conducting market research to support the Administrative Office of the U.S. Courts (AO), specifically for the Case Management Systems Office (CMSO). The CMSO is responsible for overseeing and managing national software applications that support various judicial operations across Bankruptcy Courts, District Courts, Appellate Courts, Defender Services Offices, and Probation and Pretrial Services Offices throughout the United States. The overarching goal of this solicitation is to gather information from vendors that can provide comprehensive acquisition support services to aid in developing procurement documents required for IT systems modernization and cloud adoption strategies.

The work requested involves a broad range of tasks centered around providing acquisition support services. Vendors are expected to have extensive experience in Information Technology Acquisition Support, particularly in working with program office staff to understand IT product and service requirements. This understanding will be used to develop critical procurement documents such as statements of objectives, work statements, and performance work statements. The selected contractor will also be responsible for drafting brand name/sole source justifications and developing Independent Government Cost Estimates (IGCEs) and source selection criteria.

The contractor will play a key role in managing procurement package development projects by providing program management services such as creating project plans, monthly status reports, and engaging stakeholders using agile methodologies. A significant aspect of this engagement involves ensuring compliance with Organizational Conflicts of Interest (OCI) considerations due to direct involvement in the acquisition lifecycle across CMSO's current and future requirements.
